All of the following items on the Consent Agenda are considered to be routine by the City Council and will be enacted with one motion. Case No. 2103-01

  1. Public hearing on request by Kenneth Cortines for a one-month Conditional Use Permit to allow Vickie Longoria to temporarily reside in an RV on his property until permanent housing can be obtained.  The RV is parked at 860 S. McCampbell Street, Block 423, Lot 17, Aransas Pass, Texas.  The property is located in R-7A Zoning District.
  2. Public hearing on request by Gregg Farrar for one (1) year extension of the expired six (6) month Conditional Use Permit, due to delays caused by COVID-19, to continue the placement of an 8x40 shipping container for storage purposes on his property during construction.  The property is located at 1304 N. McCampbell Street and is currently zoned R-7B District.
  2. 7.I.

Consider and Act on changing the beginning date of the Facility License Agreement between the City of Aransas Pass and Roland Pena from March 1, 2021 to March 15, 2021.

Consider and Act on the issuance of a Request for Proposals for Mowing and Clean-up of Code Violation Properties.

COMMUNITY ENRICHMENT.

Community Enrichment includes the following: Civic Center, Aquatic Facility, Library, and Senior Center.

Consider and Act on the issuance of a Request for Proposals for the 2021 Independence Celebration Firework Display to be held at Conn Brown Harbor.

8.II.

Consider and Act on a request from Aransas Pass for Youth to use the Pool during their Summer Season at a discounted rate for the 2021 Season.

DEVELOPMENT SERVICES.

Development Services includes the following: Building Services, Parks, Planning, Public Works, and Maintenance.

FINANCE.

Finance includes the following: Utility Billing, Finance, Human Resources, and Meter Reading.

Consider, discuss and take action to adopt an Ordinance for the operation of golf carts, neighborhood electric vehicles or off-highway vehicles with the City Limits.

EXECUTIVE SESSION.

15.I.

Section 551.071 of the Texas Open Meeting Act to meet with its Attorney to seek legal advice on a matter in which the duty of the Attorney to the City Council under the Texas Disciplinary Rules of Professional conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act relating to:

  1. The State of Texas, ex rel Association Against Annexation Abuse vs. City of Aransas Pass, Cause No. A-19-0368-CV-C in the 343rd District Court of Aransas County, Texas
  2. Appointment Process of Municipal Officials

Reconvene in Open Session to Consider and Take Action, If any, on any item discussed in executive session.

PUBLIC NOTICE is hereby given that the City Council may elect to go into executive session at any time during the meeting in order to discuss any matters listed on the agenda, when authorized by the following provisions of the Open Meetings Act, Chapter 551 of the Texas Government Code:

  1. Section 551.071, Contemplated or pending litigation or matters where legal advice is requested of the City Attorney.
  2. Section 551.072, The purchase, exchange, lease or value or real property, if the deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third person.
  3. Section 551.073, A contract for a prospective gift or donation to the city, if the deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third person.
