In compliance with the Governor's Order issued on March 16, 2020, notice is hereby given that the city council will conduct its regular meeting via video conferencing and will be livestreamed at http://youtube.com/user/CityOfAransasPass, by viewing video terminals available in the Council Chambers at City Hall,
Public Comment shall be made by either: 1) posting comment on the Youtube livestream site during the meeting, and comment will be read aloud, 2) submitting an e-mail to the email@example.com and state the respective agenda item(s) at least 30 minutes before the start of the meeting, or 3) submitting a written statement and place in the Drop Box located outside City Hall, 600 W. Cleveland, Aransas Pass, Texas at least 30 minutes before the start of the city council meeting and mark "Council Meeting Comment". Comments will be provided to Council prior to voting on the measure for that particular meeting and shall be entered into the record of each meeting. These written comments shall serve as the required public testimony pursuant to Texas Government Code, Section 551.007 and shall constitute a public hearing for purposes of any public hearing requirement under Law.

BOARD AND COMMISSION APPOINTMENTS.
All of the following items on the Consent Agenda are considered to be routine by the City Council and will be enacted with one motion. There will be no separate discussion of these items unless a Council member so requests. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.
Approval of Minutes for January 19, 2021 Regular Meeting, January 25, 2021 Special Meeting and February 1, 2021 Regular Meeting.
Public hearing on changing a portion of street name from Oak Lane (County Road 1883) to Allen Samuels Way between North Avenue A and State Highway 35 Bypass, as shown in (Exhibit A and B), being approximately 403 feet stretch of road in Aransas Pass, Texas.
Consider and Act on approving an Ordinance amending a portion of street name to change from Oak Lane (County Road 1883) to Allen Samuels Way between North Avenue A and State Highway 35 Bypass, as shown in (Exhibit A and B), being approximately 403 feet stretch of road in Aransas Pass, Texas.
Public hearing on amending a portion of street name to change from Allen Boulevard to Bill Haines Way at the intersection of Turnbough Avenue and Allen Boulevard up to the south of Conn Brown Harbor Parking Lot, as shown in (Exhibit A and B), being approximately 2,421.3 feet stretch of road in Aransas Pass, Texas.

Order by the Mayor approving the Shrimporee Event to be held June 11 - 13, 2021 with Carnival on June 10, 2021 subject to Governor's Executive Order GA-28 with action by the Council supporting Mayoral Order.
Consider and Act on request from Aransas Pass Chamber of Commerce to use Community Park, public safety assistance and protection, and to temporarily close Arch Street, Danforth Street and Highland Street (where it relates to flow of traffic to Shrimporee) during the Annual Shrimporee Event scheduled for June 11-13, 2021, with the Carnival beginning on June 10, 2021.
Consider, discuss and take action to approve an Ordinance of the City of Aransas Pass, Texas extending a local state of disaster declaration due to a public health and safety emergency known as Severe Winter Weather.
Citizen comments are intended for matters that are not scheduled on the agenda. Please limit your comments to three minutes and state your name and address for the record. Be advised that the Texas Open Meetings Act prohibits the City Council from responding and discussing your comments. The law authorizes the following:

Section 551.071 of the Texas Open Meeting Act to meet with its Attorney to seek legal advice on a matter in which the duty of the Attorney to the City Council under the Texas Disciplinary Rules of Professional conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act relating to Conn Brown Harbor Bulkhead Repair Project.
Reconvene in Open Session to Consider and Take Action, If any, on any item discussed in executive session.
Consider, discuss and take action on awarding a bid or reject any and all bids for RFP2021-001 Conn Brown Harbor Bulkhead FEMA Repairs.
PUBLIC NOTICE is hereby given that the City Council may elect to go into executive session at any time during the meeting in order to discuss any matters listed on the agenda, when authorized by the following provisions of the Open Meetings Act, Chapter 551 of the Texas Government Code:
Section 551.071, Contemplated or pending litigation or matters where legal advice is requested of the City Attorney.
Section 551.072, The purchase, exchange, lease or value or real property, if the deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third person.
