In compliance with the Governor's Order issued on March 16, 2020, notice is hereby given that the city council will conduct its regular meeting via video conferencing and will be livestreamed at http://youtube.com/user/CityOfAransasPass, or by viewing video terminals available in the Council Chambers at City Hall. 

Public Comment shall be made by either: 1) posting comment on the Youtube livestream site during the meeting, and comment will be read aloud, 2) submitting an e-mail to the citysecretary@aptx.gov and state the respective agenda item(s) at least 30 minutes before the start of the meeting, or 3) submitting a written statement and place in the Drop Box located outside City Hall, 600 W. Cleveland, Aransas Pass, Texas at least 30 minutes before the start of the city council meeting and mark "Council Meeting Comment".  Comments will be provided to Council prior to voting on the measure for that particular meeting and shall be entered into the record of each meeting.  These written comments shall serve as the required public testimony pursuant to Texas Government Code, Section 551.007 and shall constitute a public hearing for purposes of any public hearing requirement under Law.

Citizen comments are intended for matters that are not scheduled on the agenda.  Please limit your comments to three minutes and state your name and address for the record.  Be advised that the Texas Open Meetings Act prohibits the City Council from responding and discussing your comments.  The law authorizes the following:

15.I.

Section 551.074, to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee:

Section 551.071 of the Texas Open Meeting Act to meet with its Attorney to seek legal advice on a matter in which the duty of the Attorney to the City Council under the Texas Disciplinary Rules of Professional conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act relating to:

  1. Industrial District Agreement No. 7 between the City and Dagger Island Partners, LLC for a term beginning January 1, 2016 and continuing until December 31, 2030.

Consider, discuss and take action to assign San Patricio County Appraisal District No. 70762 under Industrial District Agreement No. 7 from Dagger Island Partners, Ltd. to South Texas Gateway Terminal, LLC to be known as Industrial District Agreement No. 7a, which is applicable 468.64 acre tract of land.

PUBLIC NOTICE is hereby given that the City Council may elect to go into executive session at any time during the meeting in order to discuss any matters listed on the agenda, when authorized by the following provisions of the Open Meetings Act, Chapter 551 of the Texas Government Code:

  1. Section 551.071, Contemplated or pending litigation or matters where legal advice is requested of the City Attorney.
  2. Section 551.072, The purchase, exchange, lease or value or real property, if the deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third person.
  3. Section 551.073, A contract for a prospective gift or donation to the city, if the deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third person.
